‘Otter’ is a personal disaster relief backpack for both wet and dry emergencies. The pack consists of two quick-seal storages and a deployable life vest, contained within a hard protective shell. It allows people to quickly store their personal belongings as they make a run during the disaster. When deployed, it helps position the user like a backward-swimming otter, keeping the user's head out of the water at all times by supporting the back of the neck over a long period of time.
