The white church represents the carrier of faith, and the strong wind represents the social environment. In the present society, information is becoming more and more transparent and diverse, but people's beliefs are becoming more and more vague and uncertain, and it is easier and easier to forget their original intentions and their own hearts. The wind wears away the church slowly, just like the scene of the farewell ceremony, the faith is disappearing and forgotten gradually.

Chu comes from Taiwan and has been exposed to rich culture since his childhood. Chinese cultural elements, which are not superficial but with deep cultural connotation, could always be found in his design. Combined with his keen observation of scenario, his works could always awaken those emotions in people’s memories. That is why his works could touch readers’ heart. His works touch not only Chinese who have shared cultural memories, but also westerners. “In Chu’s works, we see new modern eastern design” said such westerners.

Information and International Affairs Department is under Pingtung County Government. In charge of tourism development, international exchange, publicizing county government programs and measures, public relations, public communication, and other related matters. The mission of it is to handle domestic and foreign large-scale events, marketing activities to promote Pingtung County. From October to April of the following year, the powerful chinook wind (Lou Shan Feng) blows down from the mountains in Hengchun Peninsula, Pingtung. Luo Shan Feng Arts Festival every year is held by Information and International Affairs Department every year, to make people experience the special weather in Pingtung, and to help tourism industry in off-season.
