New Huanggang Port will become an iconic gateway for Shenzhen, the Greater Bay Area, and China. It is highly efficient, fully adaptable, green, and sustainable. The port sits in the privileged location of Lok Ma Chau Loop, and according to the urban planning, there will be 2 green axes connecting the new port to the existing Futian Port and Shenzhen-HK Cooperation Zone. 3 metro and 2 inter-city lines will have access to the site.

A bureau-level administrative organ directly under the municipal government, Shenzhen Municipal Public Works Bureau is mainly responsible for the fund management, pre-construction approval, bidding management, budget and settlement as well as investment control and management of construction projects (except water and transportation engineering projects) invested by the municipal government. It is also responsible for the supervision and management of the main structure maintenance projects of the government public housing and the implementation of the agent-construction system for qualified construction projects.
